Service Plans

Service Plans are filed in accordance with the Budget Transparency and Accountability Act.

In accordance with the Budget Transparency and Accountability Act, the Commission submitted its annual Service Plan covering the period 2003/2004 through 2005/2006. For many years the Commission has included performance indicators in its Annual Reports. Some of the criteria the Commission uses to measure its performance include:

  • Proceeding Days Summary*
  • Customer Complaints and Inquiries
  • Decisions Issued
  • Commission Expenditures
  • Cost of Regulation per Customer
  • Staffing Levels

* for all major utility applications heard by the Commission

 

Each of the above performance measures is depicted in a chart or table, with a brief summary, beginning on page 68 of the BCUC's 2002-03 Annual Service Plan Report.

The Commission strives to produce fair and equitable decisions and findings with due diligence, at a reasonable cost, and in accordance with the principles of due process. To this end, the Commission pursues the following goals and objectives:

  • To Implement the Policy Actions of British Columbia's Energy Policy
  • To Ensure the Financial Viability of Utilities
  • To Maintain and Improve Public Worker Safety, and Enhance the Quality and Reliability of Utility Service
  • To Maintain and Improve Customer Satisfaction With Utility Services
  • To Enhance Provincial Competitiveness Through Non-Discriminatory Services
  • To Enhance Provincial Competitiveness Through Containment of Cost of Service Increases
  • To Continue to Control the Cost of Regulation
  • To Improve Communications About, and Ratepayer Satisfaction With, BCUC Regulatory Matters
